Texas Northeast Third Jurisdiction History
Our Godly beginning started with the humbleness of one of God's giants in leadership, Bishop J. O. Patterson, Sr. appointed Bishop James Neaul Haynes as Jurisdictional Prelate of Texas Northeast, in 1978. It was the largest jurisdiction in the brotherhood and was called, "The Home of the Saints." The name prompted the name for Saintsville Church of God in Christ, located in Dallas, Texas. Today, it yet remains the same name.
Under Bishop J. Neaul Haynes's leadership the jurisdiction grew to more than 400 churches. Due to rapid growth, Bishop Haynes felt the need to divide the jurisdiction. He voluntarily approached the national church with a proposal to establish Texas Northeast Second, led by Bishop David R. Houston, and Texas Northeast Third, Led by Bishop Frank Walter Smith.
Bishop Frank W. Smith gave a clarion call for a meeting, held in Hawkins, Texas. The host pastor was Elder Wallace. The clarion call was to select a supervisor for the Women's Department for Texas northeast third Jurisdiction. Once the votes were counted, Mother Ophelia Evans was chosen as the first State Supervisor for the Women's Department.
Bishop Frank W. Smith, Jr. served as prelate of TXNE 3 from its birth in 1990 to 2001. Under Bishop F. W. Smith the jurisdiction was organized with the tutelage of bishop J. Neaul Haynes. There were eleven districts formed; many auxiliaries, departments, and leaders were established and placed under Bishop Smith. During his tenure, he established our third Saturday Leadership Meetings. He also established the Church Tithing Program and the Extension Fund Program. He also established the Bishop F. W. Smith Scholarship to help graduating senior attend college, undergirded by Attorney Barbara McKinney.
Bishop Smith also organized state meeting twice a year. these meetings were held in Longview at Full Gospel and BTM Assembly of God. He relocated one gathering to Paris, Texas. the headquarters was established in Mt. Pleasant, Texas under his leadership.
Bishop F.W. Smith found much favor with the national church during his tenure as prelate of Texas Northeast Third. Many National leaders visited, imparting words of wisdom, including late Presiding Bishops of the Church of God In Christ, Bishop Louis Henry Ford and Bishop Gilbert Earl Patterson.
Succeeding him, Bishop T. W. Johnson served from 2002 until 2014. Bishop Torrance Wildner Johnson Sr. served faithfully under Bishop Smith as First Administrative Assistant, and superintendent of the Sherman District before being elevated as Jurisdictional Prelate. Bishop T.W. Johnson also served as secretary of the Texas Inter-Jurisdictional Council of Bishops from 2006-2007. Bishop Johnson was elected as Chairman of the Texas Inter-Jurisdictional Council of Bishops.
When Bishop T. W. Johnson became prelate, he was married to Evangelist Annie Carol Johnson. they had been married for over 50 years when he was consecrated as Bishop. She transitioned home in December 2002. Bishop T. W. Johnson continued serving as our leader until his transition in October 2014. the legacy that he left was for the brotherhood to work together in unity.
Bishop Nelson Jarvis Gatlin became the third Jurisdictional Prelate of Texas Northeast third Jurisdiction. He begin leading us after suffering two great losses in his own life. First, his wife of 21 years, transitioned and went home to be with the Lord. Not many months after her demise, his darling mother slept away and now rest in the bosom of Jesus. God strengthened Bishop Gatlin to continue to humbly yield himself.
Since his consecration, Bishop Gatlin has strived to build a legacy of holiness. His vision has been "Go back to Holiness."
While faithfully executing his duties, God bless him to marry, Missionary Kathern Y. Gatlin. From 2019 to present God continues to guide Bishop Gatlin. He faithfully travels throughout the jurisdiction aiding pastors and encouraging saints to hold onto God. In 2025 Bishop Nelson J. Gatlin was elected as the Chairman of the Texas Inter-Jurisdictional Council of Bishops.
The sainted, Supervisor Mother Ophelia Evans served all three prelates of Texas NE 3rd from its inception in 1990 thru 2022. Mother Evans served in Texas Northeast First Jurisdiction as District Missionary of the Sherman District with Bishop T. W. Johnson for ten (10) years.
With faithfulness comes promotion. In 1990 she was elevated to Jurisdictional Supervisor of the Texas Northeast Third Women’s Department under the leadership of Bishop Frank Walter Smith, Jr. At the demise of the late Bishop Frank W. Smith, Mother Evans served with Bishop T. W. Johnson for 14 years. At her homegoing, Mother was serving with Bishop Nelson Jarvis Gatlin, Third Bishop in Succession, and has rendered service to Texas Northeast Third Ecclesiastical Jurisdiction for 30 Years. The Lord has truly blessed this Woman of God. Mother was an asset to the State Women’s Department, a woman of great wisdom and inspiration, blessed with longevity, blessed with great love for God’s people, and a proven Proverbs 31:10 Woman. Mother Ophelia Evans was truly our dearly beloved Sainted State Supervisor of the Women’s Department of Texas Northeast Third Jurisdiction.
Mother Patricia Roach served as Supervisor of the Women’s work in TXNE from 2021- 2024. She served under Bishop Frank Smith and
Bishop T.W. Johnson as one of the first Registrars, President of the Missionary Circle, Program committees, District Missionary of Fellowship Outreach District, and Assistant Supervisor to Mother Ophelia Evans. Jurisdictional Prelate, Bishop Nelson J. Gatlin, asked Asst. Supervisor Roach to serve as Jurisdictional Supervisor at the demise of Mother Evans; where she continued to build on the legacy of her predecessor. In September 2000, she became First Lady of Brotherly Love Outreach Ministries. From humble beginnings to national acclaim, Supervisor Roach served as Adjutant Sister and Special Helper to Mother Mary Jane Walton with the Executive Board Breakfast. During the National Leadership Conference, Mother Roach was a presenter in the Asst. Supervisor class. She also received recognition from the Women’s Dept
under Mother Rivers and Mother McCoo-Louis.
Officially Consecrated in November of 2025, Mother White currently serves as the Supervisor of the Texas Northeast Third Jurisdiction Department of Women under the leadership, Bishop N. J. Gatlin, Prelate.
